PUBLIC ADMINISTRATION

 

In his thirties became a member of the Berkshire county council and was appointed Chairman of the Finance Committee presenting a budget worth £250 million in terms of present day purchasing power.

Prospective Conservative Parliamentary Candidate for Ealing Southall in 1973-74. 

 

Served for 19 years in Tynwald (the Isle of Man Parliament) as MHK for Glenfaba. His Government appointments included:

  • Chairman of the Civil Service Commission and Chairman of Whitley Council Official Side for six years. In the former position he helped introduce modern assessment, management, recruitment and training methods to the Civil Service;
     

  • Chairman of the Planning Committee;
     

  • Chairman of the Environmental Services Committee of the Department of Local Government and the Environment;
     

  • Vice Chairman of the Forestry Board;
     

  • Member of the Manx Electricity Authority;
     

  • Member of the Department of Highways Ports and Properties responsible for Highways;
     

  • Member of the Department of Industry responsible for training
     

  • Member of the Treasury for six years and Chairman of the Financial Supervision Commission

He served as a member of the Council of Ministers and Minister of Local Government and the Environment.

 

He was also a member of numerous Committees of the House of Keys and Tynwald including:-

 

Road Traffic Bill, Road Traffic Regulation Bill, Criminal Law (Amendment) Bill, Firearms Bill, Public Passenger Vehicles Bill, and Data Protection Bill, Civil Jurisdiction and Judgements Bill, Advocates fees, Ballacarmel Cottages, Freedom of Information, Petitions for redress of Mallon, Rhodes and Mc Williams, Treasury (Amendment) Bill, Bill of Rights, Equalisation of Pension Age, Supply of Services (Exclusion of Implied Terms) Order, Rushen Abbey, Tynwald Management, Tynwald Arrangements and Keys Standing Orders.
